(1) The license issuing authority may give a certificate to the person who has been exporting with national or material diversity for three consecutive years or more. The recipient of such certificate will be given priority when issuing the export license.

(2) The license will be issued with priority based on the policy determined by the Government of Nepal from time to time to import the specified goods for the specified portion of the foreign currency earned from the export.
